Birmingham City Council does not employ parking attendants.  However, I can confirm that the contractor Birmingham City Council employ to carry out parking enforcement deploy up to 32 Civil Enforcement Officers at any one time during peak times.

We cannot answer this as we do not know what time a car was actually parked – we only know the time that a vehicle was observed by the Civil Enforcement Officer.
