Car clamping boss imprisoned for fraud

The boss of an illegal car clamping company Car Clamping Securities (CCS), Steven Ryan has today been sentenced to 30 months in prison, at Birmingham Crown Court.

Ryan, who was the head of the fraudulent operation, defrauded motorists by tampering with a pay and display machine, fitting it with a computer chip so although it accepted two pounds coins and issued a ticket, no credit was given to the motorist. The main car park used was Roses car park in Digbeth..

Motorists would leave their cars thinking they had paid the right amount only to return and discover their car had been taken to the company’s compound in Ladywood where they usually had to pay over £300 to get it back.

Councilor Neil Eustace, Chair of the Public Protection Committee said: “Illegal car clamping in Birmingham has been a subject of interest for some time now. Many car clampers have been getting away with using illegal tactics on hundreds of motorists in Birmingham, finding themselves victim to these types of scams, which has left victims out of pocket by many hundreds of pounds.”

Birmingham City Council Trading Standards were alerted to the scam and together with West Midlands Police conducted a lengthy investigation, which led to the arrest of Ryan and four other men, the altered ticket machine was also seized during the operation.

This is the third company that this joint operation has investigated, which has led to car clampers so far receiving sentences of up to four years for fraud offences.

“Birmingham Trading Standards and West Midlands Police hope this will send out a clear message; that illegal car clamping will not be tolerated and those conducting such activities will not only face prosecution but also jail,” Councillor Eustace added.

Ryan was also sentenced to nine months in prison for being in control of the pay and display machine and this is to be served concurrently.
