How much money was generated in 2010 and where will it go

A total of £4,256,599 income was received for this period.

The income funds the cost of enforcement and any “surplus” is tightly controlled by being used for specific traffic management purposes as defined in Section 55 of the Road Traffic Regulation Act, which relates to provision and maintenance of off-street car parking, provision or operation of public passenger transport services, highway or road improvement projects.

How many BCC employed parking attendants were operating in 2010

Birmingham City Council does not employ parking attendants.  However, I can confirm that the contractor Birmingham City Council employ to carry out parking enforcement deploy up to 32 Civil Enforcement Officers at any one time during peak times.

Which areas and streets saw the most tickets issued

It is unclear whether you only require the location (street) with the highest number of Penalty Charge Notices issued - in which case this was Alum Rock Road, Washwood Heath.  If you require any further information than this can you please supply more detail.

What was the average time frame between a car being parked and a ticket issued.

We cannot answer this as we do not know what time a car was actually parked - we only know the time that a vehicle was observed by the Civil Enforcement Officer.
